UUM and PDRM Launch Competency Dictionary to Enhance Security Agency Service Levels
SINTOK, 27 April 2025: Universiti Utara Malaysia (UUM), in collaboration with the Royal Malaysian Police (PDRM) has developed the PDRM Leadership Behaviour Competency Dictionary, which was officially launched today by the Home Minister, Datuk Seri Saifuddin Nasution Ismail at the Cluster Lecture Hall (DKG) 3.
In his speech, Datuk Seri Saifuddin Nasution Ismail said that PDRM continues to seek input from external parties to enhance the service levels of the security agency.
According to him, despite the police force being one of the agencies under the aegis of the Home Ministry with a history spanning over 200 years, it remains receptive to collaboration with various entities including universities.
He said that the police were established prior to the existence of UUM and have accumulated a significant amount of exceptional experience in dealing with various issues including emergencies, communism, religious sensitivity and terrorism.
“The readiness of PDRM to collaborate with universities signifies its strong value. Despite the numerous advantages it possesses, PDRM still needs the perspectives of external parties to enhance the agency and it is essential to respect these viewpoints.
“The peace attained in this country is not a matter of chance but a result of intentional efforts, which include the contributions of the police force with the university,” he said, endorsing the initiative being undertaken between UUM and PDRM.
He expressed optimism that this collaboration would enable PDRM to assemble a strong team capable of addressing the challenges posed by the ever-evolving world.
This leadership behaviour competency is developed according to the grade of the position, starting with individual competencies and eventually evolving into team leadership competence.
Meanwhile, the Vice-Chancellor, Prof. Dato’ Dr Mohd Foad Sakdan said that the initiative to develop the Leadership Behaviour Competency Dictionary was realised through strategic collaboration between PDRM and UUM.
He stated that this initiative represents a proactive and strategic step aimed at enhancing human resource efficiency, aligning with the requirements of a progressively complex and challenging security landscape, while also meeting the needs of the PDRM’s human capital development policy.
He said that the involvement of UUM researchers and experts in this project is a great honour and a testament of UUM’s dedication to enhancing the development of high-quality human capital, particularly within law enforcement services.
“UUM takes great pride in being involved in this significant initiative that enhances the quality of public-services, especially in the context of national security and peace.
“The PDRM Leadership Behaviour Competency Dictionary serves not merely as a reference document, but it is also the culmination of extensive research, competency analysis and strategic leadership behaviour mapping based on scientific methodologies and globally recognised best practices,” he said.
Dr Mohd Foad said that with the existence of this dictionary, PDRM now has a reliable and valid tool for identifying, developing, and assessing leadership capabilities, especially for strategic positions, in a more comprehensive, transparent and objective manner.
He expressed hope that the strategic cooperation between UUM and PDRM through this assessment programme will enhance the competencies of leaders within PDRM both now and in the future.
Subsequently, Datuk Seri Saifuddin Nasution Ismail proceeded to the Competency Assessment Centre at the Sultanah Bahiyah Library, accompanied by Dr. Mohd Foad.
Also in attendance at the event were the Secretary-General of the Ministry of Home Affairs, Datuk Awang Alik Jeman; Deputy Inspector-General of Police, Datuk Seri Ayob Khan Mydin Pitchay; Kedah Police Chief, Datuk Fisol Salleh and senior UUM and PDRM officers.
