SINTOK, 22 July 2026: Universiti Utara Malaysia (UUM) has been appointed as the strategic partner for the ILTIZAM Convention 2026, organised by the Public Service Department (JPA), which is scheduled to be held on 3 August at Mu’adzam Shah Hall, Sintok.
The appointment was conveyed through an official letter from the Director-General of Public Service, Tan Sri Wan Ahmad Dahlan Abdul Aziz to UUM Vice-Chancellor, Professor Dr Ahmad Martadha Mohamed.
Tan Sri Wan Ahmad Dahlan Abdul Aziz stated that the ILTIZAM Convention 2026 aims to strengthen the implementation of the ILTIZAM Act 2025 (Act 687), which came into force on 1 December 2025.
According to him, the Act is intended to enhance the quality, efficiency and effectiveness of government service delivery while addressing bureaucracy and reducing unnecessary regulatory burdens.
The convention will serve as a platform that brings together academics, thought leaders, industry players, members of the business community and civil servants to deliberate on the future direction of governance and organisational excellence at the national level.
The statement noted that UUM was selected as a strategic partner in recognition of the University’s expertise in research related to government policies as well as its longstanding excellence in the field of management.
This strategic collaboration is expected to create new synergies in advancing the nation’s public sector reform initiatives.
The implementation of ILTIZAM Convention 2026 will be coordinated by the Public Administration Modernisation Division (BSRA) of JPA. Further discussions will also be held with UUM representative to coordinate the implementation of the programme.
JPA also expressed hope that UUM’s commitment would contribute towards ensuring that the convention is organised effectively and systematically, whole delivering a significant impact supporting the Public Service Reform Agenda.
