Strategic collaboration between UUM and MBSA leads to Malaysia’s first City Council Integrated Report

SHAH ALAM, 22 October 2025: In a historic milestone for public sector governance, the Shah Alam City Council (MBSA) has become the first local authority in Malaysia to publish an Integrated Report aligned with the International <IR> Framework developed by the International Integrated Reporting Council (IIRC).

The MBSA Integrated Report 2024 is the result of a strategic collaboration between MBSA and a team of experts from the Tunku Puteri Intan Safinaz School of Accountancy (TISSA-UUM), Universiti Utara Malaysia (UUM), who served as consultants for the project.

The report was officially presented by the Head of the Consulting Project, Prof. DrSiti Zabedah Saidin of TISSA-UUM, to YBhg. Dato’ Haji Mohd Fauzi bin Haji Mohd Yatim, Mayor of Shah Alam, during the Majlis Apresiasi Pembayar Cukai Taksiran 2025 held on 16 October 2025 at the MBSA Banquet Hall.

In his speech, Dato’ Haji Mohd Fauzi expressed his appreciation for the collaboration between MBSA and UUM, acknowledging its significant contribution to strengthening accountability and enhancing reporting standards in the private sector.

“The preparation of this report has strengthened collaborations across MBSA’s departments, fostering a culture of shared learning and integrated thinking as we move towards Shah Alam Lestari dan Maju Bersama,” he said.

Meanwhile, Prof. Dr Siti Zabedah conveyed her gratitude for the successful completion of the report and praised MBSA’s commitment throughout the process.

“We are honoured to share this milestone with MBSA. The preparation of the Integrated Report brought together not only technical and research capabilities but also the dedication and vision of MBSA’s leadership and staff. This initiative demonstrates how collaboration between academia and local government can promote transparency, accountability, and integrated thinking in public governance,” she said.

The publication of the MBSA Integrated Report not only sets a new benchmark for local authorities across Malaysia, but also highlights MBSA’s long-term commitment to value creation, transparency, and accountability in serving the local community.

The event was also graced by key MBSA officials and stakeholders, including YAD. Dato’ Emran Kadir (Orang Besar Daerah Petaling), Mohd Firdaus Mokhtar (MBSA Council Member), other Council Members, Mdm. Noryati Jailani (Manager, Selangor Regional Office, Bank Rakyat), Mdm. Safriah Md. Adzhar (Deputy Mayor, MBSA), Madiyan bin Baweh (Deputy Secretary, Socio-Economy MBSA), Mdm. Aniza Osman (Deputy Secretary, Development MBSA), and Shahrin Ahmad (Deputy Secretary, Management MBSA), along with members of MBSA’s Top Management.
