SINTOK, 20 July 2026: The Ministry of Higher Education (MoHE) has called on all agencies under its purview to expedite the implementation of development projects and improve the performance of development expenditure to ensure that approved allocations are fully utilised in strengthening Malaysia’s higher education sector.
MoHE Secretary-General, Datuk Ts. Dr. Aminuddin Hassim, said that as of 6 July 2026, the Ministry’s development expenditure stood at 40.88 per cent, amounting to RM1.574 billion, which remained below the national average of 42.27 per cent.
According to him, the Inter-Ministerial Expenditure Performance Report issued by the Implementation Coordination Unit (ICU) ranked MoHE 13th among 28 ministries, underscoring the need for immediate improvement measures to achieve the expenditure target of 55 per cent.
“We need to ensure that every approved allocation channelled is utilised according to schedule. Strong project implementation and expenditure performance will be the basis for the government’s confidence in continuing to allocate development funding in the future,” he said when chairing the Ministry Development Action Committee (JTPK) Meeting at EDC-UUM today.
Datuk Ts. Dr. Aminuddin also instructed all agencies to expedite the implementation of projects under Rolling Plan 5 (RP5) of the 12th Malaysia Plan (RMK-12), noting that as of 17 July, 24 projects remained at the pre-implementation stage.
He stressed that the project documentation should be prepared without delay to facilitate the issuance of the Letter of Acceptance (SST) within the year. Agencies were also reminded to ensure that the project progress is updated regularly in the MyProject system to accurately reflect on-site implementation.
During the meeting, he further announced that MoHE would undertake a realignment of its 2026 development allocation by allocating surplus funds from projects unlikely to fully utilise their allocations to those requiring additional funding and capable of achieving the targeted expenditure within the stipulated timeframe.
To further strengthen project governance, MoHE has also introduced several new measures for the management of obsolete facility projects, including the cancellation of projects that have received a Letter of Approval for Change of Allocation (SKTP) but have yet to be advertised or remain at the early procurement stage.
At the same juncture, Datuk Ts. Dr. Aminuddin said that the implementation of MoHE’s physical development projects for the 13th Malaysia Plan (13MP) would be guided by the three key construction approaches namely the Industrialised Building System (IBS), Pre-Approved Plan (PAP) and Building Information Modelling (BIM).
According to him, the adoption of these approaches would accelerate project implementation, enhance construction quality, standardise building designs and reduce costs and delays through greater use of digital technology and industrialised construction methods.
He added that all MoHE development projects valued at RM100 million and above would be required to achieve a minimum of IBS score of 70 per cent IBS, while the use of PAP for standard academic buildings, residential colleges and computer laboratories as well as the implementation of BIM, would become mandatory for relevant government development projects.
The Secretary-General also directed all agencies under MoHE to expedite the preparation of Value Assessment Evaluation (VAE) documents for project proposals under Rolling Plan 3 (RP3) of RMK-13 to facilitate the project evaluation and approval process.
He emphasised that with the country now entering the third quarter of the year, all agencies must intensify their efforts to ensure development targets are achieved. He added that MoHE’s Development Division would continue to conduct regular monitoring and organise targeted engagement sessions to address projects facing critical implementation issues.
Earlier, Datuk Ts. Dr. Aminuddin was briefed on the UUM National Golf Academy (AGN) by UUM Vice-Chancellor, Professor Dr. Ahmad Martadha Mohamed, before chairing the meeting.
Also present were the Deputy Secretary-General (Management and Development) of MoHE, Datuk Ts. Dr. Mohd Nor Azman Hassan; vice-chancellors of public universities; representatives from the Ministry of Finance (MOF), the Economic Planning Unit (EPU), the Implementation Coordination Unit (ICU), the Public Works Department (JKR), the Department of Irrigation and Drainage (JPS), the University Consultants and Advisory Services (UCAS); and senior MoHE officials.
Following the meeting, Datuk Ts. Dr. Aminuddin attended a meeting of the UUM Disciplinary Appeal Committee with representatives from the Legal Department. In the afternoon, he attended a presentation session at the Vice-Chancellor’s Meeting Room before visiting the project sites for Cluster Lecture Halls (DKG) 1, 2, 3 and 6.
